I'm going with the latter. Ninjas are a impressive selling point, but the minigames have to stop. How did the minigame affair get started, anyways? Why do developers think it's a cashcow on this system? If anything, they'd be better off trying to rip off Wii Sports.

Wii Sports is a mingame fest? No sir. Rayman R.R. is a minigame fest. Game Party is a minigame fest. Warioware, minigames.
Wii Sports is a colelction of 5 sports genres that have all yet to be surpassed (sadly enough) by any sports title in their respective genres on the Wii to date.

Wii Sports is as much a minigame collection as it is a sports game. None of these games is a stand alone title (except perhaps bowling, but it would still have to have some added depth).
So, I'd say that the answer to your original question would be that the minigame craze started because developers were experimenting with the controller and couldn't get one cohesive game out of their ideas (i.e. Rayman going from platformer to minigame collection) and continued do to the overwhelming success of Wii Sports.

"Good" is an incredibly subjective term
EA has done some great (Godfather, SSX Blur, MOHH2) and some horrible (Madden, Boogie, the other Madden) work on Wii, and this could fall on either side of that divide, so there's an even chance on the quality of the game, but exactly how it turns out cannot even be predicted until we see something solid
If I may remind people of Secret Rings (and, though it does not apply on this site, Lair) games with fans who love them, yet are considered bad overall
